NASBE Member Meryl Johnson joins Pat McGuinn to detail the work that Ohio's policymakers have done in developing and conceptualizing their Every Student Succeeds Act plans. In particular, Johnson considers the balance between state-level and local-level control for certain aspects of ESSA.

Johnson brings up a great point about equity in the wake of control moving down to the states and localities. How are other states assuring that they are building plans that serve all students?
