NASBE Member Rachel Wise joins Pat McGuinn to detail the work that Nebraska's policymakers have done in developing and conceptualizing their Every Student Succeeds Act plans. In particular, Wise considers the new level of autonomy that the state will see in the wake of ESSA's passing.

Wise talks about the differences between NCLB and ESSA, and suggests that ESSA's structure will make it easier for states to build and maintain momentum. How well will states be able to take advantage of ESSA's movement of power back to the states? What challenges might they face?
